No not really, only if there is no wind around.
Even a light breeze will blow the banner over. Otherwise you
can buy the more expensive stand for the pull up banner that will
also make it more stabile. You can also stabilise the banner at
the base with sandbags or something similar when used outdoors,
but that would look sloppy.
